Every person shall be qualified to be a member of the organization, if he/she agrees
with its Constitution and accepts the rules and regulations. No office bearer of
any political party shall be admitted to the Governing Council. No member of any
political party shall be eligible to be an office bearer of the organization. Any
religious group, institution or NGO can become a member of the IHRO.
